Cutting and attaching the tulle
I recommend using a rotary cutter and cutting mat to cut the tulle. It’s much faster and easier than using scissors.
Cut approximately 40 strips of tulle per color. For the smaller size, cut each strip about 13 inches long. For the larger size, cut each strip about 15 inches long.
To attach the tulle, divide the skirt evenly by color and use stitch markers if needed to help keep the sections balanced. Fold one strip in half, insert your hook under the next stitch, pull the folded end through to make a loop, then pull the tails through the loop and tighten. Repeat around the skirt, changing colors evenly as you go.
